Does it actually contain tea tree and lavender oils or just their scent?

Yes, both oils are explicitly listed in the INCI as Melaleuca Alternifolia Leaf Oil and Lavandula Angustifolia Oil. Tea tree and lavender are not just names for a fragrance.

Is the conditioner fragrance-free and suitable for fragrance allergies?
