Does The Clarifier really contain prickly pear seed oil and cactus flowers?

Yes. The INCI lists Opuntia Ficus-Indica Seed Oil (prickly pear seed oil) and Opuntia Ficus-Indica Flower Extract (cactus flower extract). Their exact percentages cannot be determined from the ingredients list.

Is The Clarifier free of alcohol and fragrance?

According to the INCI, the toner contains no ethyl alcohol (ethanol), but it is not fragrance-free. It lists Parfum from natural essential oils as well as Limonene, Linalool, Citral and Citronellol. Check these if you are sensitive to fragrance.
